We propose to build a 100% RDSS-Compliant MDM Platform for HPL Electric & Power -
a production-ready system that collects, validates, and manages smart meter data with full consumer engagement capabilities.
The platform includes a VEE engine, operations dashboards, standard reporting,
consumer web portal, 3 mobile apps, bill payment integration,
WFM/Asset Management (full meter lifecycle), and
NILM (AI-powered appliance load disaggregation) - all included in Phase 1.
This is a fixed-cost turnkey engagement. We build it, we hand it over - complete with source code, documentation, and training.
HPL owns the platform outright.
Rev 4 Updates (Mar 10): Based on our Gurugram visit, we've added
WFM/Asset Management (full meter lifecycle),
Custom Report Builder,
3 Mobile Apps (Consumer, O&M, Utility),
NILM (AI appliance disaggregation),
Multi-tenant architecture for shared DISCOM deployment,
Multi-HES adapter framework with configurable OBIS codes,
and UAT test plan as deliverables.
Updated competitor analysis (Fluent Grid, Esyasoft, BCITS, Genus Power, Secure Meters).
Phase 1 Full Scope
100% RDSS-compliant MDM: VEE engine, multi-HES adapter framework, Energy Audit, WFM/Asset Management (full meter lifecycle), 3 Mobile Apps (Consumer, O&M, Utility), NILM (AI appliance insights), consumer portal, bill payment, Custom Report Builder, multi-tenant architecture.
Infrastructure Ready
Designed for 100K+ meters with flexible deployment: cloud (AWS/Azure/GCP), on-premise, or hybrid. See detailed specs →
Competitive Score: 9.5/10
Feature-complete + AI differentiation. HPL: 9.5/10 with NILM (no competitor has this). vs Fluent Grid (8.5), Esyasoft (8.0), BCITS (7.5), Genus (7.5), Secure (7.5). See comparison →

We will build a complete Meter Data Management platform tailored to Indian smart metering
requirements, fully compliant with RDSS specifications. MDM is the brain -
Workflow Automation (WFA) is driven by MDM, not HES. The platform integrates with multiple HES vendors via
configurable adapters and delivers comprehensive data management, validation, analytics, and reporting
capabilities that DISCOMs need for effective smart meter operations.
MDM is the brain - orchestrating data from multiple HES vendors, driving workflow automation, powering AI appliance insights (NILM), and delivering validated data to all stakeholders through web dashboards and 3 mobile apps.
A
Data Flow: Multi-HES to Unified MDM
1
Multi-HES Ingestion
Each tender has ~3 HES vendors. Our adapter normalizes data formats and OBIS codes from all vendors.
2
VEE Processing
Data validated, estimated (if missing), edited per configurable business rules per DISCOM.
3
Aggregation & Analytics
Energy audit at DT/feeder level, AT&C loss calculation, trend analysis, exception flagging.
4
Multi-Channel Delivery
Data delivered to billing systems, web dashboards, and 3 mobile apps in real-time.

C
3 Mobile Apps: Complete Stakeholder Coverage
📱 Consumer App
View bills & payment history
Prepaid balance & recharge
Raise complaints & track status
Outage notifications
🔧 O&M App (Field Ops)
Work order assignments
Bluetooth meter communication
GPS tagging & photo capture
Installation/maintenance workflows
🏢 Utility App (DISCOM Staff)
Real-time dashboards on mobile
Alert management & escalation
Meter status lookup
Quick reports & KPIs
D
NILM: AI Appliance Insights DIFFERENTIATOR
💡 How NILM Works
1Meter Data: Collect P, Q, V, I, PF, THD from smart meters
2AI Analysis: ML models detect appliance signatures
3Disaggregate: Separate total consumption by appliance
4Consumer App: Show "Your AC used 35% of your bill"
🎯 Detectable Appliances (85-95% accuracy)
❄ Air Conditioner🌡 Water Heater🧊 Refrigerator🌀 Ceiling Fan📺 Television🧹 Washing Machine
Result: A unified platform where MDM orchestrates meter data from multiple vendors, WFM manages the complete asset lifecycle, NILM provides AI-powered appliance insights, and 3 mobile apps serve every stakeholder - consumers, field crews, and DISCOM staff.

🔗 Multi-Tenant Architecture KEY
Shared cloud infrastructure across DISCOMs with complete data isolation per tenant.
Cost-effective deployment where multiple DISCOMs share infrastructure while maintaining separate data boundaries.
Each DISCOM gets its own isolated database, user management, WFM configurations, Multi-HES adapter settings, and shared NILM ML models that improve accuracy with more data across tenants.
☁ Cloud (Multi-Tenant SaaS)
Best for: Quick deployment, cost sharing across DISCOMs
Best for: Sensitive data on-prem, analytics in cloud
Core MDM + WFM on-premise
NILM in cloud for better accuracy
Analytics & reporting in cloud
Secure data pipeline between sites
Mobile apps work with both layers
📱 Mobile App Distribution
Consumer App
Published to Play Store & App Store. White-labeled per DISCOM. Includes NILM appliance insights.
O&M App
Enterprise distribution to field crews. MDM-managed deployment for Android devices.
